The Central Bank of Sudan Announces a Public Tender for the Implementation of the National Instant Payment System (NIPS)

The Central Bank of Sudan has announced a public tender targeting specialized and qualified companies in the fields of fintech development and payment system solutions, for the implementation of the National Instant Payment System (NIPS).

The Bank clarified that the scope of the tender is limited to providing the software solution only, while the Bank will be responsible for supplying the required hardware and equipment according to the technical specifications recommended by the winning company. It also requires bidding companies to provide a live system demonstration or proof of concept upon request.

The Bank outlined a set of general requirements and legal documents to be submitted, most notably:

  • A bid security consisting of a cheque or bank guarantee of 2% of the total bid value, to be completed to 10% as a performance guarantee for the winning bidder.

  • Legal documents including a commercial registration certificate, tax and zakat clearance, VAT registration certificate, and tax identification number.

  • Company profile including CVs of technical and administrative staff, list of similar projects, and the latest audited financial statements.

  • For foreign companies, all documents must be legalized by the Chamber of Commerce, Ministry of Foreign Affairs, and the Sudanese Embassy in the country of origin.

The Bank set the submission timeline as follows: the announcement and inquiry period will run from 20 April 2026 to 4 May 2026. Technical and financial proposals must be submitted no later than 14 May 2026 at 11:59 PM Sudan time.

The Bank emphasized the following submission conditions:

  • Bids must be sent via the official email: NIPS.Tender@cbos.gov.sd

  • Submissions must be sent from an official company domain email; any bids submitted via public email services such as Gmail or Hotmail will be disqualified.

  • Original documents must also be submitted in a sealed envelope to the Central Bank of Sudan headquarters (Omdurman Branch – General Administration of Payment Systems).

The Bank also noted that an acknowledgment of receipt will be sent within 12 hours of submission. It further stated that it is not obliged to accept the lowest-priced offer or any other bid without providing justification.
