The Central Bank of Sudan announces a public tender for specialized and qualified companies in the field of financial technology development and implementation and payment system solutions to implement the National Instant Payment System (NIPS) project.

First: General Submission Requirements

Tender applicants must meet the following requirements:

1. Bid Security:
   A bid security amounting to 2% of the total bid value must be submitted in the form of a cheque, bank guarantee, or insurance company guarantee in favor of the Central Bank of Sudan. It must be issued exclusively by Sudanese financial institutions. Personal cheques and cash payments will not be accepted. The bid security shall be increased to 10% for the successful bidder as a performance guarantee.

2. Required Legal Documents:

   • Commercial Registration Certificate.

   • Form (Sh 7) for local companies, valid and issued on or after 01/01/2025, or a list of shareholders for foreign companies.

   • Tax Clearance Certificate.

   • Zakat Clearance Certificate for local companies.

3. Company Profile:

   • A. Company profile, including the technical and administrative personnel, a list of reference clients for similar completed projects, and their contact information.

   • B. The company’s latest audited financial statements.

4. Consortium Companies:
   The number of companies forming a consortium submitting a single bid must not exceed three companies. Each company must be responsible for and specialized in providing a software solution for one of the system components. The requirements stipulated in Sections 2 and 3 above shall apply to all consortium members.

5. Companies that qualify must submit the originals of all the documents mentioned above, or their equivalent, within a maximum period of 15 days from the date of notification of qualification, in a sealed envelope to the following address:
   Central Bank of Sudan – Omdurman Branch – General Administration of Payment Systems.
   Foreign companies must have their documents authenticated by the Chamber of Commerce and the Ministry of Foreign Affairs and certified by the Embassy of the Republic of Sudan in the country of origin.

Scope of the Tender and Product Demonstration

1. The scope of the tender is limited to providing the Software Solution. The Central Bank of Sudan will provide the hardware and equipment in accordance with the technical specifications recommended by the successful bidder in its submitted proposal.

2. The bidder shall provide a Live Demo of the system or a proof of concept demonstrating the system’s functionality whenever requested.

Second: Conditions for Submission of Bids

1. Companies interested in participating may obtain the tender documents and required project specifications by accessing the following link:

2. Technical and financial proposals, together with all supporting documents and copies thereof, must be submitted via the official email address:
   NIPS.Tender@cbos.gov.sd

   Submissions will be accepted from August 16, 2026 through September 6, 2026, no later than 11:59 PM Sudan time.

   The email subject must be:
   “National Instant Payment System Project Tender.”

3. All documents referred to in paragraph (2) above must be submitted without encryption or passwords.

4. The evaluation and qualification process will be based solely on the bids and copies of all supporting documents submitted to the official email address above. Documents submitted through any other means will not be considered, with the exception of the original bid security, which must be delivered in a sealed envelope to:

   during the period specified in paragraph (2) above. A copy of the bid security must also be included among the documents submitted by email.

5. Each bidder must use one official email address associated with the company’s domain when submitting bids, documents, and inquiries. The use of public email services such as Gmail, Hotmail, or similar services is prohibited. Bids and inquiries that do not comply with this requirement will be excluded.

6. The committee will send an acknowledgment of receipt of the bid within a maximum of 12 hours from the time of submission.

7. If the acknowledgment message is not received within the specified period, the bidder must immediately contact the relevant party via the email address mentioned in paragraph (9) below to verify that the bid has been received before the submission deadline.

8. No bid submitted after the specified deadline will be considered.
